Stephanie Donner is the general counsel to the Recovery Effort, a position she has held since September 2013. In her role as executive director and general counsel, Stephanie coordinates the flood recovery effort across all state, federal and local governments and advises on issues of federal programs, funding and strategic planning. She was previously senior deputy legal counsel to Governor Hickenlooper, advising on a variety of legal issues, including legislation, judicial appointments and emergency management issues.
Prior to joining the governor, Stephanie was an associate at Morrison & Foerster. During her time at Morrison & Foerster, Stephanie represented public companies and their directors and officers, insecurities fraud class actions, shareholder derivative lawsuits, and special investigations. Stephanie also routinely defended clients in breach of contract and employment disputes. She clerked for two year at the Federal District Court for the District of Colorado and spent time as an associate at Brownstein, Hyatt, and Farber. Stephanie graduated Magna Cum Laude from the University of Houston Law Center, Order of the Coif and Order of the Barons. While in law school, she served as Notes and Comments editor for the Houston Law Review.
